Yes. Profile is the only family where the datum is optional: with no datum it controls the shape of the surface alone, and with datums it locates that shape as well.
Every other family is decided for you. Form controls take no datum because they are checked against the feature itself. Orientation, location and runout require one because they state a relationship. Profile is genuinely both, and the frame is legal either way.
That makes it the one place where an empty datum compartment is a decision rather than an omission, and the one place where a checker cannot tell you which you meant. A profile with no datums on a surface that has to sit somewhere is not an illegal callout, it is a legal callout of the wrong requirement, and it will pass inspection on a part that does not fit.
